Philip Taron e2e0a82a49 python3Packages.icudiff: init at 2.0.7 ...

This was added as a by-name package but it's actually also a library.

I've turned the tests off on Darwin; there's an odd utf-8 error and a
permissions error, and both look related to the Nix sandboxing.
