Eelco Dolstra 83c6b1cf3a Set $LOCALE_ARCHIVE in systemd services

Systemd sets locale variables like $LANG when running services, so
$LOCALE_ARCHIVE should also be set to prevent warnings like "perl:
warning: Setting locale failed.".
