treefmt: refactor withConfig and buildConfig to use evalConfig ( #406685 )

Introduces a new modules-based implementation that is used by both
`withConfig` and `buildConfig`.
Previously we used a module eval for `settings`. This PR makes it so
that all args passed to `withConfig` are now module options. `settings`
is now a submodule of the wider `evalConfig` configuration.
As well as being a better overall design (IMO), using a module eval
enables adding additional options in the future. E.g. we could add
`programs` options similar to those maintained by treefmt-nix.

botan: use libcxx when building statically
...
botan only works whne building statically with libcxx. Otherwise it
fails at the linking stage. This re-enables the CLI and tests even in
the static case and makes it actually work when you try to use it.

amazon-image: Increase diskSize 3 -> 4GB

Disk usage of the image has risen considerably since last release. We
still need to investigate the cause in detail. Increasing it for now
prevents build failures at least.

amazon-image: Remove tags from label, use version only

By default, `system.nixos.label` includes `system.nixos.tags` which
historically was not set for the amazon image.
Keeping the tag in the label of the generated disk image inside the
derivation (i.e. `image.filePath`) makes it easier to tell that the
file is for amazon (i.e.
`nixos-image-amazon-25.11pre-git-x86_64-linux.vpc`) while the "label"
in `image-info.json` for users of the AWS api stays stable (i.e.
`/25.05pre-git-x86_64-linux`).
