rustc: Set rust.frame-pointers if !isx86_32
...
We want -Cforce-frame-pointers=yes when building rustc itself, but the
bootstrap process does not use cargoSetupHook, so set the bootstrap
config option rust.frame-pointers = true if target is not x86_32.
Note that std is unconditionally compiled with frame pointers. See code
comment for elaboration.
See also #399014 for discussion when we enabled frame pointers for C.

Also, update the phases to run their hooks, and the hash to be SRI, and the update script to support that.
This fixes the build. I don't have great passion for Linux Libre; I just wanted to see fewer of these build failures being "expected". Though I did not attempt to boot the kernel on a real machine, I did run the nixosTests.kernel-generic.linux_libre test and the machine does in fact boot and do the needful.

nixos/lib/test-driver: try using XDG_RUNTIME_DIR if available
...
At work we have the use-case that several people connect to a large
Linux box to run tests and debug those interactively.
All tests write their state into a global `/tmp` -- e.g. the vde1 socket
and the VMs' state. This leads to conflicts when multiple people are
doing this.
This change tries to use XDG_RUNTIME_DIR before using Python's detection
of a global temp directory: when connecting, this requires a working
user session, but then we get working directories per user. This is
preferable over doing something like `mktemp -d` per run since that
would break use-cases where you want to keep the VMs' state across
multiple sessions (`--keep-vm-state`).
