Reno Dakota 89e9ea24c7 arpack: Enable eigenvalue-problems solver based on ICB and eigen 
The arpack package included the eigen library and added it to the build
inputs but neglected to enable its use by setting `EIGEN=ON` in the
build flags.  Enable support for eigenvalue-problems solver based on ICB
and eigen and disable parallel checking as the tests fail when run in
parallel.

Reno Dakota 592da03a8e arpack: use openblas on darwin 
Change 07cdea2ae5 uncovered a bug in how
we build arpack on darwin with the Accelerate. Disable the Accelerate
framework and use openblas the default nixpkgs blas/lapack
implementation.

Heitor Augusto 8fd65e57f1 vimPlugins.blink-cmp: fix runtime version detection error 
The plugin fails to load in neovim because it cannot detect the git tag
used during build time. Add patch to force using src.tag instead of
runtime detection, preventing the error:
"Detected an out of date or missing fuzzy matching library. Can't
download from github due to not being on a git tag..."

Reno Dakota 84145f7bda qemu: set min version to 13 on darwin 
the warnings went unnoticed when the sdk was bumped. updating the min
version to 13 fixes them
