postgresql_18: disable NUMA test-case

While the functionality itself works, it is broken inside the sandbox
since NUMA information is exposed via sysfs which is not available in
the sandbox.

PAM switched to meson build upstream, which requires some care:
- build with logind support
- reenable lastlog
- clean up autotools remnants
- disable debug as it slows down test making it fail
