haskellPackages.conduit-aeson: unbreak

* Work around broken Setup.hs which fails to parse

* Disable doctest-parallel suite

* Group doctest-parallel overrides and link the upstream issue for the
  failure; basically it does not work unless you are using cabal v2
  commands.
