check-meta.nix: Fix flake note

- These new-cli commands can be used with `-f`, in which case they're
  evaluated with pure evaluation disabled.
- Nix 2.4+ is not part of the condition; "flakes" is fully descriptive
  and more relatable.
- Don't suggest that it only enables this variable.
- Just don't say too much.
