openroad: fix linker error and boost compatibility

- Disable CutGTests to bypass a linker error caused by missing ord::OpenRoad
  symbols in the test target (upstream issue #9563).
- Add fetchpatch to fix compatibility issues with newer Boost versions.
- Remove unnecessary include patch.
