hydra: add dependency on Nix' perl bindings

This unbreaks the build since the latest nixUnstable update (3dd66ec6e9). It's basically the same fix as in hydra git repo: https://github.com/nixos/hydra/commit/a0376a92e5fd90f38d784df3000cdc76ccf314b3
