Louis Opter 1b0e9a9afe mailutils: set sysconfdir to /etc ...

This allows mailutils to be configured through
`environment.etc."mailutils.conf"`.

I could not figure out how to use `/etc/mail.rc` to set:

```
address {
  email-domain "foo.lol";
}
```
