Release notes: https://numcodecs.readthedocs.io/en/latest/release.html#version-0-16-3 This update fixes compilation with GCC 15 (C23 standard) by updating the bundled c-blosc. It also adds pyzstd and the zstd CLI tool as check dependencies to enable and pass tests.
