Mostly mirrors webp-pixbuf-loader.

Also use prefixed names for `loaders.cache` so that users can install
multiple loaders in a profile without collisions, and move
`bin/webp-thumbnailer` to `libexec/gdk-pixbuf-thumbnailer-webp` (and
similarly for avif).
