Sergei Trofimovich 9b42f641b8 autoconf264: fix depends for strictDeps = true ...

Without the change `config.strictDepsByDefault = true` fails build as:

    checking for GNU M4 that supports accurate traces... configure: error: no acceptable m4 could be found in $PATH.
