This allows switching SSL Libraries between OpenSSL, QuicTLS, LibreSSL,
and WolfSSL.
The default is changed to QuicTLS, as it is feature-compatible with
OpenSSL and not experimental.
Also switched to PCRE2 and Lua 5.4.
