Move dnschef to pkgs/by-name and modernize its Python setup: - switch to python3Packages.buildPythonApplication - use explicit python3Packages.* deps - replace sha256 with hash - remove manual wiring from all-packages.nix Brings dnschef in line with current by-name and Python packaging conventions.
