treewide: switch to nativeCheckInputs
...
checkInputs used to be added to nativeBuildInputs. Now we have
nativeCheckInputs to do that instead. Doing this treewide change allows
to keep hashes identical to before the introduction of
nativeCheckInputs.

meta = with stdenv.lib;
is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.
This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.

pythonPackages.configobj: enable tests
...
I found a bug in configobj and wanted to run the testsuite to confirm it
was a bugs rather than a nixos oddity. Now that tests work let's upstream it.
