dumbpipe: fix checkPhase with sandbox=relaxed on Darwin
...
dumbpipe's tests run the binary, which requires local network access.
dumbpipe also ends up invoking CoreFoundation APIs which require access
to system ICU data. [CoreFoundation will segfault if it cannot access
the system ICU data][1], so add these paths to the sandbox.

I tried bumping to unstable (https://github.com/cpp-netlib/cpp-netlib/compare/cpp-netlib-0.13.0-final...552ce94bd91c055f11ba524adf0ca0712063d711 ) which claims to support boost183, but with no luck.
The cpp-netlib freebsd port notes that cpp-netlib is broken for boost>=1.87, but I could no manage to build it with boost186 even with their settings and clang.
