nixosTests.gitlab.runner: disable podman runner on aarch properly

- The current tests did not correctly
disable for the `podman` runner which only
runs on `x86_64` due to the images pulled.
fix: add issue number for todo

This allows for correct highlighting and maybe future automatic
formatting. The AST was verified to work with nixfmt only.
