Subject: [PATCH] maintainers: drop hikari

The GitHub account doesn't exist anymore. Note: There is a *new* GitHub
account with the same name, but the ID is different.

Commit c48aae965e046dc41d11fc58234ce48dece3b385 introduced this
maintainer in 2023, but the new account was only created in 2024.
